Adults, who have not completed grunnskole in Norway or its equivalent from other countries, and need grunnskole, may apply.

A Norwegian personal number is required, and immigrants must document a legal basis for their stay.

Applicants to Oslo Adult Education (Oslo VO) must be residents of Oslo kommune.
