The Integration Act

THE INTEGRATION ACT, A NEW ACT FROM 2021 ON NORWEGIAN LANGUAGE AND SOCIETY AND INTRODUCTION PROGRAMME FOR ADULT IMMIGRANTS
The Integration Act  applies from 1.1.2021. The following is a simplified description.
The main rule is that the Integration Act  applies to persons who receive the first residence permit that gives the right and duty, or duty, from 1.1.2021. It will also apply to those who have received their first residence permit before this, but who arrives in Norway after 2020.

The Integration Act is, as the Introduction Act, both about the Introduction program and about Norwegian Language and Society for adult immigrants. The target groups, based on the type of residence permit and age, are about the same as in the Introduction Act. (See articles about the Introduction Act at oslovo.no.) 

In the Introduction Act, there is a duty to complete a certain number of hours, and those who receive free courses are entitled to a certain number of hours for free.
In the Integration Act, dty and/or right to a certain number of hours are not included. Instead, immigrants who have a right to free training shall receive Norwegian training up to a level that is determined individually in a plan for the individual participant. However, the time frame for receiving free courses in Norwegian (and in social studies) is much more limited, and is individually linked to the persons educational background. Note that fullfilling the duty in the Integration  Act not necessarily meets the requirements for permanent recidence permit. See Utlendingsloven at lovdata.no.

Please note: The Introduction Act will continue to apply to those who have been granted the first residence permit that has given the right and duty, or duty

  • between 1.9.2005 and 31.12.2020
    and
  • who came to Norway before 01.01.2021.

It is not always clear in documents and descriptions of the new Integration Act that the Introduction Act will continue to apply for some groups. One can therefore not choose which law one wants to belong to.
